The "Thermoelectric Handbook" is about commercially available Peltier cooling devices. Solid state heat pumps "have been known since the discovery of the Peltier effect in 1834. The devices became commercially available in the 60’s with the development of advanced semiconductor thermocouple materials in combination with ceramics substrates."

Thermoelectric modules (TEMs) are solid-state heat pumps that require a heat exchanger to dissipate heat utilizing the Peltier Effect, and there's a "novice engineer level" tutorial about them in the new, revised Handbook, published by Laird (best known here for its Bluetooth modules).
